52, 52 and a bit, or 53 — it depends what you are counting
366 days divided by seven is 52.2857, so 2028 is 52 whole weeks plus 2 days. That leftover is why a date does not fall on the same weekday next year, and why it moves by two days across a leap year.
Counted as ISO 8601 weeks — Monday-start, with week 1 being the week containing the first Thursday of January — 2028 has 52. Most years have 52; 2028 is one of them, because it starts on a Saturday rather than a Thursday. In a 52-week year the first day or two of January can still belong to the last ISO week of the previous year.The US convention is different again — weeks start on Sunday and week 1 is the week containing 1 January — so a US week number and an ISO week number disagree for part of most years. The practical consequence of a 53-week year is that anything scheduled on a week number shifts: a payroll or reporting system running on ISO weeks gets an extra period, and a "week 40" that means late September in one year means early October in the next. The consequence of the 52-week years is smaller but stranger — the first day or two of January can belong to week 52 or 53 of the previous ISO year, so a date in 2029 can legitimately carry a 2028 week label. That is not a bug in whatever system showed it to you; it is the ISO rule working as designed.
